I my city has no desire for industry and i have 5 train stations and 4 cargo harbors... traffic flow is 70% and my pop is 107k... Why do they not have goods to sell?? You can only import so much.Regular industry uses refined oil, refined minerals and refined wood products, if industry is importing all of it to make comercial good for comm sales they can't import enough and if commercial is just importing goods to sell the you definatly will run out of capacity.
