As mentioned on the welcome page, I don't believe there is a way to play the latest version of CTGP-R without a disc. Pretty sure the creators are against piracy or just don't want to go through that route of developing. There's v.1.02 that can be played without a disc, but I don't think you can go online. IF you're just planning to use CTGP-R, use Mocha CFW, which is free, however with Mocha CFW you HAVE to enter Internet Browser and load HBC everytime you'd like to use HBC.
