I believe Verizon is the only (or one of few) carriers that does this still. Unfortunately a lot of people like myself are stuck using them because ATT, T-Mobile, etc. get terrible service in my area. Verizon has perfect LTE service all over here though. I guess the $30 activation fee every year or two is an additional fee to actually have service.
