The fans are run by either the radiator sensor or by the a/c run sensor. either one should turn on both fans. To have the temp sensor and the a/c condenser fan sensor go bad.... sound like you may have a bad ground connection to the fans. you can try jumpering terminal #4 of the radiator fan relay to ground, and see if the fans work.
