I have a similar problem. I wanted to lift the curse after the Act 2 Bossfight, found Oliver but Halsin is just standing at Moonrise Towers mourning that we couldn't break the curse. Act 2 has a really weird quest design. The game doesn't really make clear that these roadblocks exist where you're locked out of such important quests.
