To switch between two scopes use grenade launcher key. To make it work properly with quick melee just rebind the grenade launcher key to NOT "V" key. You need the debug menu command line execution not the console. I don't remember the step by step but the Discord has all the information you need. In the Anomaly Launcher, check "Debug Mode". Launch your game. Load your save. Press F7, the debug menu will appear. You should find a way to paste your command in there.

Double-click on "AnomalyLauncher.exe" from the game folder, and the original game launcher will come up with the option to enable debug.Turned out it was pressing X key in game menu. Maybe you switched on debug mode in the launcher? If not then maybe there's something on the anomaly modb page or maybe you can ask there.
